GNP grew more than one-fourth."

The Speaker ruled the amendment out of order, citing Rule 35 of the            
Uniform Rules.                                                                 
                                                                               
Representative Navarre appealed the ruling of the Speaker.                     
                                                                               
Representative Phillips moved that the ruling of the Speaker be upheld.        
                                                                               
Representative Phillips rose to a point of order stating remarks should        
be confined to the motion before the body.                                     
                                                                               
The Speaker advised the members to proceed with caution.                       
                                                                               
The Speaker withdrew her ruling that Amendment No. 5 was out of                
order and Representative Phillips withdrew the motion to uphold the            
Speaker's ruling.  And so, Amendment No. 5 was again before the                
House.
